◎简　　介　

　　明朝神宗年间，黑白颠倒，朝纲混乱。刑部尚书郑重（黄正利 饰）图谋不轨，意欲谋反，然苦于兵部尚书刘天和（川原 饰）等贤良震慑，怀恨在心。为清除异己，郑设计派胡龙（李海生 饰）混入刘府，二人过招之时将刘刺杀。随后胡越墙逃跑，而举荐胡龙的朝勇将军萧如风（刘忠良 饰）则被诬为凶手拿下。
　　萧情知中计，趁差人不备夺路而逃，决心捉拿胡龙洗脱罪名。郑重为杀人灭口，广告天下十三省府衙捉拿，并派出功夫与萧不相上下的中军沈乐（王将 饰）一路追踪……

◎幕后揭秘

　　本片是吴思远在邵氏时拍摄的典型的邵氏武侠片。吴思远在邵氏兄弟有限公司南国实验剧团编导科学成后留在邵氏公司工作，主要做场记、副导演。同时也为邵氏导演了多部卖座影片，《鹰爪铁布衫》就是其中之一。但是吴思远的个人导演风格在此时显然没有成熟，也有着模仿张彻导演之嫌。
